The tournament will be played according to the “IX. Rules of the Game for Indoor Handball” , as of 01 July 2022 with the following additions/references (as of 29.12.2022):
1. Playing time, placing in the group matches.
The playing time is 2 x 15 minutes. After the final signal of the first half, there is no change of sides, only a change of the right to throw off. The half-time interval shall be 1 minute.
In the group matches, the following criteria shall be used to determine the ranking in the order given:
1. points ratio
2. direct comparison
3. goal difference
4. number of goals scored
Should none of the above criteria result in a decision on the placement, the teams concerned shall immediately after the announcement compete in a 7-metre throw according to Rule 2:2.
If there is a draw in the deciding matches (with the exception of the final day) at the end of the regular playing time, a 7-metre throw is immediately carried out according to Rule 2:2.
On the final day, if the score is tied, an extra time of 2 x 3 minutes will be played first. If the score is still tied after that, a 7-metre throw will be taken according to rule 2:2.
There is no team time-out; likewise, there is no compulsory time-out at suspensions.
2. Throw-off times
The games must start at the times stated in the match schedule in the named sports hall. Unauthorised postponements will result in the loss of the match for both teams. If a team does not arrive on time for a match, the match will be considered lost for that team.
The tournament management shall decide on a case-by-case basis whether to exclude a team from the tournament and to forfeit the deposit.
3. Throw-off and match ball
The first throw-off in the first half is always taken by the first named team. They shall position themselves on the left of the court (as seen from the timekeeper/secretary’s table).
On the final day, in the event of extra time, the first-named team shall also have the throw-off in the first half.
The match ball is provided by the tournament management and is to be handed in to the timekeeper/secretary without being asked after the match.
A team list of each team must be submitted in ProCup before the start of the tournament. The age groups of the 2023/2024 season are valid. The passport number of each player must be entered. From the quarterfinals onwards, the passports of the players must be presented to the tournament management on request. Players who cannot present a valid passport may not be fielded. The tournament management reserves the right to carry out random checks on the passports. Due to various incidents in the past, this control may also take place during the group phase.
Each player may only play in one team of his/her age group.
On the final day, only players who have already played in the same team during the tournament may be fielded.
Disqualification without report according to rules 8:5, 8:9 or 16:6d are match penalties and do not lead to a suspension.
A disqualification with a report must be submitted by the referee to the tournament committee immediately after the end of the match. The tournament committee decides on the length of the suspension. This can lead to a complete ban from the tournament and can also include the exclusion of the team.
Appeals against the game schedule, the scoring of the games and/or decisions of the referees are not permitted.
7. Offensive play
For the games of the youths D and C, the “Implementing Regulations for a Uniform Competition Structure” of the DHB (German Handball Federation) do not apply!
Time penalties and disqualifications are associated with a reduction of the team on the court in all age groups.
8. Use of adhesives
The use of adhesives of any kind is forbidden in all games of the youths D and C. In case of violation of this rule, the cleaning costs will be charged to the offender and the deposit will be forfeited.
In the youths B and A, only the adhesive provided by the tournament management is allowed, which is made available at the timekeeper’s/secretary’s table.
Adhesive deposits on shoes, bandages or other places are prohibited and will lead to the immediate complete tournament ban of the player concerned. In addition, any cleaning costs incurred as a result of this or the use of adhesive other than that provided will be charged to the offender and the deposit will be forfeited.
The referees are expressly authorised by the tournament management to enforce the regulations on the use of adhesives. Their instructions in this respect – as well as those of the tournament management and the timekeepers – must be followed without restriction. The tournament management is represented in the halls by the hall coordinators.
9. Additional powers of the tournament management
The tournament management may issue further regulations in individual cases if this is necessary for the orderly running of the tournament after weighing up the interests of the participants.
